      　　广元市第四人民医院（市精神卫生中心）位于广元经济开发区利州西路二段92号。是国家三级专科甲等医院、国家节能示范单位、四川省文明单位、四川省三星数字化医院、四川省园林单位、四川省卫生单位、四川省专科医师规培基地、四川省全科医师培训基地、四川省心理卫生培训基地、四川省公务员录用指定体检医院、四川省重大疾病定点救治医院、四川省区域精卫中心、肿瘤微创示范医院、120急救网络医院。
      　　医院占地面积80亩，建筑面积6万平方米，开放床位1800余张，年门诊25万人次，住院2万人次，员工1千余名，5所医学院校实习基地，现有省级重点专科5个，市级重点专科10个，综合实力位居全省同类医院前列。
      　　医院专科特色突出：精神医学作为四川省级甲类重点学科，开设了10个病区，12个专业门诊科室，覆盖精神医学各亚专业。自闭症康复、脱瘾治疗、心理咨询、睡眠监测、物理治疗等为川东北片区特色服务。
      　　综合实力强大、特色突出：急诊、手足创伤、泌尿、消化、骨科等市级重点专科实力强大；心血管、神经科、妇产科、眼科、血透等在建专科特色也十分突出；并提供临终关怀、介入微创、老年病防治、近视眼手术等广元特有服务。
      　　医疗设备精良：拥有DSA治疗系统、全飞秒手术仪、磁共振、光子CT、直线加速器等大型精密医疗设备，为临床提供强大支撑。
      　　【项目启动原因】
      　　广元市第四人民医院建立于1987年，发展至今将近三十年。医院目前处于十字路口，面临二次创业、提质转型；十三五既是医院历史上最后的重大发展机遇期，将面临历史性挑战，也面临以下列问题亟待解决：

      　　九鼎受医院委托适时启动“卓越计划”咨询项目，将通过对医院发展环境与条件进行系统调研，对医院外部环境和内部条件进行综合分析诊断，在明确医院发展优劣势的前提下，提出医院发展战略定位与专科规划；并从医院文化、人力资源、品牌营销、医院资源整合等方面提出一系列策略和方案，从而帮助医院找准自身发展定位，塑造医院特有的差异化品牌优势，进而帮助医院完成提质增效、换挡提速的“二次创业”，走上内涵发展、品牌发展之路，逐步发展成为川北地区具有核心优势、特色鲜明的三级甲等优质医院。

      　　项目历时5个月左右，自2016年5月为调研诊断阶段，其后5个多月时间进入方案设计、培训阶段，最后第三阶段为顾问阶段。
      　　【项目调研篇】
      　　项目组一行6人于2016年5月30日至6月4日开展了系统访谈调研工作，为后期项目咨询方案提供了大量有价值的信息与依据。具体调查工作内容如下：
      　　1、国家及四川省、广元市医改政策、十三五发展规划要求、卫生行业相关政策研究；
      　　2、市卫计委、民政局、医保管理部门领导访谈3人次；
      　　3、医院主要领导访谈6人次；
      　　4、医院职能中层、相关业务科室中层访谈、代表性员工访谈30人次；
      　　5、医院员工问卷调查300份；
      　　6、医院患者问卷调查200份；
      　　7、乡镇居民问卷调查200份；
      　　8、医院周边居民问卷调查200份；
      　　9、城区居民问卷调查200份；
      　　10、医院患者座谈会2场20人次；
      　　11、主要竞争医院现场考察（广元市中心医院、广元市第一人民医院、广元市中医医院、广元市第三人民医院）；
      　　12、医院相关资料收集及现场考察。
      　　【十三五发展战略规划篇】
      　　2016年9月，九鼎顾问在院方的大力支持和配合下，经过系统的调查、研究、策划、研讨工作，提交了《广元市第四人民医院发展战略咨询报告》。
      　　首先对医院的外部环境和内部条件、竞争医院及标杆医院（标杆医院根据医院的业务现状选取了河南省著名的三级精神病专科医院驻马店第二人民医院、股份制上市精神类医院温州康宁医院股份有限公司、九鼎的客户郑州市老年医院）进行了分析，明确了医院发展的优劣势，确定了医院发展定位，提出了医院未来五年的发展战略目标，并对医院品牌、重点专科进行了评估与规划，建议医院围绕目前科室的现状和发展潜力重点打造六大主中心、四大辅助中心，同时明确了专科建设步骤，然后基于医院的发展战略制定了医院的文化战略、人力资源战略、服务营销战略、资源整合战略。
      　　报告中针对医院二次创业、提质转型面临的一些亟待解决的重点问题都系统地给出了相应的解决方案，例如：
      　　1、医院面临的“精神科、老年科社会需求大，但如何实现社会效益与经济效益双提升？”；
      　　2、医院面临的“如何依托精神科老年科优势带动综合科室发展，突出专科特色？”；
      　　3、医院面临的“总额控费分级诊疗药品零差率背景下医院如何发展，如何提升业绩？”等问题。
      　　【实施计划咨询策划篇】
      　　10月下旬，九鼎向医院提交并发布了《广元市第四人民医院“卓越计划”实施计划》，以医院的发展战略规划为总纲领，系统阐述了项目实施的目标、原则、抓手及变革策略，同时制定了详细的“卓越计划”二次创业实施计划表，实施计划表分为“计划启动”、“专科建设”、“文化建设”、“服务营销”、“人力资源优化”五大部分，并提供了完整的项目行动组织 - “卓越计划实施委员会”的章程及项目进程监控工具，以帮助医院真正将项目前期的报告成果落实到位，达到提质转型、二次创业，实现新时期的跨越式发展的目标。并针对前期的报告做了《医院中高层干部的管理素质与执行力》的中高层培训，以及《医院十三五发展战略专题讲座》、《医院服务理念与全员营销》的全员培训，以帮助医院提升中高层干部的管理素质与执行力（特别是临床科主任的科室管理能力），增强全员对医院发展战略的了解，提升全员的服务营销意识和技巧。报告获得了医院相关中高层领导者的高度认可。
      　　1、全员培训
      　　【项目实施篇】
      　　项目进入实施阶段，九鼎将继续为医院提供顾问服务，辅助医院推动项目的实施，协助医院解决实施过程中遇到的问题，对该项目的实施情况作持续的跟进。
      　　九鼎认为项目的成功实施主要取决于以下五点：
      　　1、达成战略共识是前提
      　　医院在进行项目实施之初，首先要明晰医院的发展战略，基于战略的需要和现状之间的差距确定文化战略、人力资源战略、服务营销战略、资源整合战略的方向和目标，再制定相应的策略，并在医院内部进行充分沟通，达成一致，特别是要在领导班子内部达成一致。
      　　2、建立实施组织是保障
      　　项目的实施是一个长期的过程，涉及医院的方方面面，需要有一个专门的实施组织来组织、推进相关工作的开展，医院要参考实施计划的相关内容建立项目实施委员会及四个行动组，并制定相应的监督、考核机制。
      　　3、机制调整是突破口
      　　在战略实施的同时，必须同时配套进行绩效改革，引导有利于战略实施的正确价值观和行为，进而推动战略落地。绩效管理既是医院提升效益的关键，也是提高员工待遇和积极性的关键，因而一定要慎重对待，存量不能少，增量做文章是基本原则。
      　　4、保障质量安全、提高技术水平是核心
      　　必须尽快加强医院核心制度的落实，切实提高医院的质量安全；同时要通过整合外部专家资源、进修学习，尽快补齐短板，提升关键业务和高效益业务的技术水平，这是医疗服务的核心价值。
      　　5、打造专科特色是重点
      　　医院之间的竞争逐渐加剧，分级诊疗等医改政策逐渐压缩医院发展空间，医院资源有限，因此医院要发展必须明确重点，要结合我院实际与广元市医疗市场竞争现状着力打造我院的六大主中心，四大辅助中心，塑造我院的专科特色品牌形象。
      　　最后，我们真诚希望广元市第四人民医院在医院领导的正确带领和全体员工的共同努力下，完成二次创业、提质增速，走上内涵发展的快车道，实现医院新的腾飞，并成为中国公立医院战略规划与专科发展方面的成功典范。
