       　　文化，于一个国家而言，是软实力。文化，于一个企业而言，是竞争力。文化，于一个公立医院而言，是生产力，是影响力，更是生命力。

      　　作为一家发展停滞了整整十年的二级甲等中医医院，攸县中医院在实施整体搬迁后，新领导班子带领全院干部职工，用了不到三年时间，完成了医院历史上最振奋人心的一次变革和发展：医院床位从260张扩张到510张，职工人数从380人增加到590人，业务收入每年以50%以上的速度递增，职工待遇连续三年增长20%以上，医院的硬件设施跻身于省内县级医院一流，医院内部管理机制日益成熟，医院的口碑和品牌效应逐步形成……三年化茧成蝶，赞誉纷至踏来，攸县中医院从一个行业内的追赶者，变身为其它同级医院学习取经的对象。对此，院长陈福耀却异常冷静与清醒，他认为，医院这几年的高速发展只是触底反弹的结果，在解决了医院的基本生存问题之后，医院要进一步发展，关键是从外延、规模向内涵、质量转变，让医院更具活力，让员工体现价值，让就医群众更满意。
      　　陈福耀院长说：医院是“铁打的营盘”，院长只是“流水的兵”，只有文化才是新时期推进医院改革发展的“魂”。正是在这样的理念指引下，2011年底，医院携手九鼎医院管理顾问公司，全面启动了医院文化建设，走出了一条润物细无声的文化革新之路。
      　　第一步，以精神领航
      　　陈福耀院长认为，在当前办院趋同化的大潮中，确定独有个性、特色鲜明的文化价值观体系十分必要，也十分重要，因为它是医院生存的理由、动力、期望和策略。攸县中医院作为一家有着57年历史的中医医院，经历过由繁荣到衰退再到繁荣，较为曲折的发展历程，如今，又提出了“打造湘东南现代名院”的办院目标。所以，攸县中医院文化价值体系的建设一定要建立在尊重医院实际、尊重医院历史、服务医院战略的基础之上。经过反复研讨，最终确立了“敬天爱人”的核心价值观，提炼出“精诚、仁爱、鼎新、图强”的医院精神和“进德修业，追求卓越”的院训，并把“自尊自强、尽职尽责、同心同德，创新创业”确定为全体员工应共同遵守的职业价值观，倡导全体员工以“做良医、兴中医”为共同的使命和追求，同时，在县级公立医院首家提出了“经济效益合理化，社会效益最大化”的经营理念。2012年，院徽、院旗、院歌相继诞生，各部门和各个科室也在医院核心价值观的指导下纷纷提炼出各自的科室理念和员工个人的从业理念。至此，完成了全部医院文化精神体系的构建，为医院文化建设奠定了良好的思想基石。
      　　第二步，让环境说话
      　　马克思也说过，人创造环境，同样环境也创造人。好的医院文化环境可以在不知不觉中让员工接受熏陶和影响，并向患者传递医院的理念与形象。为此，医院请专业公司设计了“视觉形象识别系统“（简称VIS），并用一年的时间，对所有标识系统进行了整体改造，同时，根据现有条件将医院文化理念融入环境文化表现中，将硬件人文化，将软件实物化，营造出浓浓的文化氛围。
      　　现如今，你走进攸县中医院，这里的一草一木、一事一景都染上了浓烈的文化色彩，景物含情，墙壁说话，每一个文化符号都在给员工以潜移默化的浸润和熏陶。进入大门，由攸县籍著名书法家曾二纲书写的院名，钢劲有力的镌刻在景观石上，背后是医院使命“做良医、兴中医”；院内休闲小花园里，种植了几十种药用景观植物，芳香扑鼻；院前坪景观带上，两旁错落排列着张仲景、华佗等中医名人石像。门诊大厅连廊中楼处雕刻着“敬天爱人”四个大字。住院部病区走廊按统一设计进行了精心布置，墙上挂着极具中医文化气息的文化挂牌和健康教育知识挂牌，阳光台、板报、宣传栏等各式展板都全部统一材质、色彩、规格，带来整齐划一的视觉冲击力。无论是行政办公室还是医护办公室，桌椅摆放、文件归类都进行了统一，以往的各式张贴都不见了，取而代之的是规范的文化挂牌，上面书写着科室理念、廉洁格言、中医名言等文化警句；电梯里，映入眼帘的也不再是冰冷的不绣钢，而是精心布置了感悟小故事：这条小鱼在乎，点滴皆仁爱，为生命画一片树叶……一个故事传达一个深刻的哲理，使人们在进出电梯时沉思、品读，在俯仰间顿悟、升华。
      　　第三步，把特色彰显
      　　把中医文化精髓融入到医院文化中，让中医文化理念潜移默化地深入医护人员内心，让就医群众直观感受中医文化的博大精深，是攸县中医院建设医院文化的亮点和特色。无论是独具特色的竖式门牌的设计，还是医院标准色的选择，甚至是全院所有文化挂牌及各式展板的美学设计，都散发出浓浓的中医元素气息。在病区走廊的墙壁上，中医文化和中医知识的文化挂牌占据了大部份内容，患者可以在浓厚的中医传统文化氛围中接受熏陶。在医生办公室的墙壁上，悬挂着古代医德医风名句与经典中医名言，时刻警醒着医护人员恪守操守，修业进德。
      　　除此之外，为了进一步彰显中医文化特色，医院还在一些重点科室和重点区域精心布置了三大中医文化集中展示区。包括国医堂文化走廊、五楼中庭中医文化长廊、治未病健康管理中心候诊厅。内容涉及到了中医发展史、治未病、中医经典著作、中医养生、古代医训、中医小故事等内容。简单而又形象地展示出中医历史文化底蕴，让人们可以在候诊、等待时了解中医，学习中医，感受中医魅力。
      　　第四步，用活动感召
      　　为了将医院文化理念做到真正的让员工认同、理解、接受，直到“内化”为全体员工的自觉行动，医院开展了一系列认同消化、教化感召的活动进行强化落实，以达到让全体员工“入眼、入耳、入脑”的目的。
      　　首先是持续沟通。文化建设并非只是院领导的一已之见，只有得到全体员工参与和认同的医院文化，才是有价值的医院文化。基于这样的认识，攸县中医院在医院文化精神体系的提炼过程中，把沟通放在了重要位置。我们通过发放调查问卷、个别访谈、班组研讨、中层干部研讨等方式与全体员工共同探讨医院文化。初稿完成之后，又多次组织召开了院务会、中层干部、全院职工等不同层面的研讨会、培训会和发布会，让尽可能多的员工参与进来，同时，又达到了在讨论过程灌输理念，增强认同的目的。今年，我们又举行了一次战略与文化培训课，由院长亲自授课，向全院干部职工深入阐述他对医院文化的理解，这种由高层与基层员工的直接对话形式，收到了很好的效果。
      　　其次是点滴渗透。为了加强员工对医院文化的理解和接受，我们开展了一系列寓教于乐的活动，在活动中加入医院文化内容，让员工在轻松愉快的氛围中接受医院文化教育。例如：理论知识竞赛、趣味知识问答、主题征文比赛、岗前培训、院史教育、护士授帽仪式、入职宣誓、职业价值观培训等，接下来还要开展院歌合唱比赛、演讲比赛、文化标兵评选等活动，通过这种重点植入、点滴渗透的方式，最终达到让医院文化在员工心里扎根成长开花结果的目的。
      　　第五步，拿行为诠释
      　　“不要为文化而做文化。医院文化建设的目的是要提高执行力，为医院发展服务”这是陈福耀院长常说的一句话。医院文化建设不能只停留在“纸上”和“墙上”，关键是要“落地”，要把理念转化为全体员工的实践行为。打开攸县中医院《员工手册》，里面对员工的着装、言语、开会、查房、交接班、接打电话、院内会诊、外出会诊等行为全部进行了统一规定，并要求每位员工都要遵照执行。为了让这种行为文化能够成为员工的自觉行动，一方面医院通过开展现场指导、情景模拟等方式，不厌其烦的对员工进行培训，另一方面通过反复多次的专项督查，不断提醒纠正，让员工从不自觉到自觉，从不习惯到习惯，最终形成良好的工作作风，转化为医院的良好形象。
      　　一花一木，浸染医院的文化轨迹；一言一行，折射医院的人文精神。这就是医院文化的魅力。经过不断的摸索和探索，攸县中医院的文化建设虽然还没有达到“文化治院”的理想境界，但比几年前已经深刻多了，已经不觉其“虚无缥缈”、“高高在上”了。医院文化已经在以“润物细无声’的方式，自觉或不自觉地成为管理医院、成就员工、服务患者的重要思想载体和价值行为驱动器。我们坚信，有全院职工的共同努力，攸县中医院的文化建设工作一定会谱写出更加华丽的乐章，为“打造湘东南现代名院”的目标做出更大贡献！
