        2021年6月，九鼎医院管理顾问与惠州市第六人民医院达成初次合作，启动十四五发展战略与品牌提升咨询项目——“复兴计划I”，为医院实现高质量发展进行系统的发展战略和品牌提升方案策划，结果得到院方的高度认可。
        
        2021年12月，医院再次委托九鼎启动定岗定编与绩效管理咨询项目，本咨询项目命名为“复兴计划II”。旨在建立符合医院十四五高质量发展需要的战略绩效管理体系，促进医院实现新时期更大的突破，实现十四五“成为惠州一流的现代化三甲医院”的战略目标！

        区委常委、区政府党组成员熊佰楚讲话，熊常委对专家组的莅临表示热烈的欢迎和诚挚的感谢，阐述了市六院的功能定位、惠阳区医疗卫生服务体系及现状规划等，指出市六院创建“三甲”是区委区政府推进“健康中国”建设、提高人民健康水平的重要战略部署，是辖区老百姓对健康服务供给总体不足、不断增长的健康服务需求赋予市六院的使命和责任，充分体现了“人民至上、生命至上”的价值理念。并指出，经过3年多的持续改进，市六院在医疗质量、服务水平、管理水平等方面都上了一个新台阶。

        2023年9月16日至18日，评审专家组依据《医疗机构管理条例》、《医院评审暂行办法》与《三级医院评审标准（2020版）广东省实施细则》，深入医院各科室、各部门，以听取汇报、文件查阅、记录查看、员工访谈、现场检查、员工操作、患者访谈、数据核查等多种方式，围绕医疗、护理、药事、院感、科研、教学、管理、后勤等评审标准要求，对医院进行了全面、细致、系统的现场评审。

        三、现场评审反馈会
        
        2023年9月18日，广东省卫生健康委医政医管处副处长郭未艾主持召开评审反馈会。广东省卫生健康委二级巡视员冯惠强，惠州市卫生健康局党组成员、副局长金程，惠阳区委常委、区政府党组成员熊佰楚，惠阳区卫生健康局党组书记、局长林必华，惠阳区卫生健康局党组成员、副局长李松辉，医院党政班子成员和全院中层干部及部分员工代表逾300人参加了反馈会。

        各专业组评审专家逐一反馈现场评审情况。专家组高度评价了医院近年来高质量发展成效，肯定了在党建引领、医院管理、内涵建设、医疗质量与安全、技术能力、医院服务等各方面取得的成绩，并对医院未来发展提出了中肯的建议。

        在反馈会总结发言中，专家组组长、管理一组评审专家舒建昌教授高度评价市六院在加强基础质量安全管理、强化关键环节、完善工作机制等方面开展了卓有成效的工作，高度赞扬医院重视工作落实中发现的问题，各部门能迅速查找原因、落实整改、效果明显。医院要继续以满足重大疾病诊疗临床需求为导向，加强专科建设，以专科发展带动诊疗能力和水平提升，紧扣“以病人为中心”的服务体系，积极推动公立医院高质量发展，确保为人民群众提供优质、安全、高效的医疗服务，切实提升人民群众看病就医的获得感、幸福感、安全感。

        区委常委、区政府党组成员熊佰楚讲话。他指出市六院创“三甲”是惠阳区“十四五”期间，持续优化医疗服务体系、推动公共卫生服务体系优质均衡发展、提升我区城乡居民健康水平的重要举措，区委、区政府近年来加大对市六院的支持力度并将继续高度关注市六院的建设和发展，创建“三甲”不是终点，是各项工作的一次系统检阅，是强化医院内涵建设、管理提升的又一次大促进，是医院以全新姿态迈向新台阶的起点。同时，希望市六院严格按照专家组提出的指导意见，全面整改，将“三甲”等级医院建设工作长效化、机制化，推进医院行稳致远，深耕新时代医院高质量发展，推动全区医疗卫生健康事业再迈新台阶。

        （三）市卫健局领导讲话
        
        惠州市卫生健康局副局长金程讲话。金程充分肯定了市六院的工作，提出“要加强组织领导，确保创建机制不改变”、“要坚持持续改进，改善医疗服务不停歇”、“要狠抓学科建设，形成自身特色不止步”、“要推进医院转型，落实医改任务不折扣”四个要求。希望医院将优质服务的理念渗透到日常医疗服务的各个环节，在惠州特色的公立医院改革发展道路上探索新的路径，为公立医院改革树立新典范，为推动我市卫生健康事业发展、建设“健康惠州”作出更大贡献。

        （四）省卫健委领导宣布评审结果
        
        广东省卫生健康委广东省卫生健康委二级巡视员冯惠强在会上宣布我院顺利通过“三甲”现场评审，他充分肯定惠州市、惠阳区委区政府及卫生健康部门多年来为广东医疗卫生事业发展作出的努力以及惠州市第六人民医院近年来为人民群众提供优质高效的医疗服务作出的努力，并提出三个希望：一是希望惠州市、惠阳区政府继续加大对惠州市第六人民医院的支持力度；二是希望医院继续在日常管理上下功夫；三是希望医院继续大力推进高质量发展，争取在公立医院绩效考核、专科建设发展以及拔尖人才引进培养方面取得更好的成绩。

        我院院长魏文辉作表态发言。他在表态发言中郑重承诺：“我院对专家反馈的问题和指导意见，虚心接受、全部认领、照单全收。我们将认真梳理问题，制定整改方案，逐条逐项落实整改。”他强调，三甲评审是推动医院高质量发展的新动力、新起点，希望全院上下以此次三甲评审为契机，不断提升医疗服务质量与安全，切实推动医院高质量发展，为将医院建成惠州一流，辐射粤东的品牌医学中心而努力奋斗！
