        由四川省医院协会主办，九鼎医院管理顾问承办的《公立医院十四五发展战略规划及案例解析》线上直播培训课程，主要从战略管理的本质、公立医院十四五发展战略背景、医院战略定位与学科发展规划、职能战略等8大方面进行了分享，为公立医院编制十四五发展战略提出了明确的指导建议。

        本次直播活动时间为2小时，主要分为1小时30分钟的主题分享及30分钟的交流研讨两个环节。由四川省医院协会县级工作委员会秘书长白国志作为主持人，主讲嘉宾为国内知名医院管理咨询专家，九鼎医院管理顾问机构总经理黄中老师，交流嘉宾为九鼎医院管理顾问业务副总，原大型三甲医院院长助理刘一老师、资深医院战略、绩效专家，九鼎医院管理顾问总经理助理姚慧老师以及九鼎医院管理顾问总经理助理周琴老师。

        安会长致辞完毕后，进入到主题分享环节。在正式分享前，黄中老师精选了包括首都医科大学北京世纪坛医院在内的10余个经典战略咨询案例进行了简要介绍，并分享了医院取得的成功。

        正式分享开始后，首先，黄中老师对战略管理的本质进行了讲解，指出战略是有关未来的、全局的、根本性问题的决策，决定了全局和未来！并分享了九鼎原创的战略规划框架图。

        其次，黄老师对公立医院十四五发展战略的背景进行了简单介绍，并对公立医院未来发展提出了三大对策：患者分流对策--战略定位与学科建设；员工分流对策--医院文化与绩效管理；资金分流对策--医保控费与效益增长。

        随后，黄中老师对医院战略定位进行了详细的案例分析，对省级医院、地级市医院、市县级三级综合医院、中医医院、妇幼保健院、二级综合医院、职工医院、专科医院等多种等级和类型的医院都做了案例分析，揭示了未来各类型医院发展战略的成功之道，更好的指导各级各类公立医院做好十四五时期的战略规划。
        
        接着，黄中老师对医院业绩增长途径、医院学科发展规划、医院职能战略、医院战略实施等多方面内容进行了分享，并着重介绍了医院如何做好学科发展规划。医院要根据市场需求、市场竞争、专科能力、市场需要四个维度来规划专科方向，可借助GE矩阵模型来评估确定医院的品牌专科、重点专科、特色专科和配套专科。同时，黄中老师强调必须指导每个科室制定十四五学科发展规划，以及医院如何分解医院层面的学科发展计划，尤其是结合学科发展规划和科室目标进行定岗定编的重要性和方式。

        课程的最后一部分，黄中老师对中国公立医院未来发展总体趋势做了简单分析，黄中老师指出，中国医疗行业未来发展面临着五大趋势：1、医改由疗效型转向综合价值型；2、行业由医疗为中心转向以健康为中心的整合型医疗保健体系；3、医保由总额控费为主转向以病组控费为主；4、医药由以药补医转向体现技术服务劳动价值；5、医院由规模扩张转向优质高效可持续发展。同时，黄中老师也为公立医院指出了一条明确的战略转型路线图：以文化为导向，以绩效管理来提升效益、促进发展，使医院实现从业务型、规模型向品牌型、内涵型的战略转型，最终达成医院战略目标与愿景。


      医院经营战略
        
        在1个半小时的专题分享结束之后，进入到了30分钟的交流研讨环节，多位医院同仁针对黄中老师的分享进行了积极的提问。在直播现场，九鼎的刘一老师、姚慧老师和周琴老师也对大家提出的问题进行了专业的分析及解答。由于现场观众提问十分踊跃和积极，原定为30分钟的交流研讨时间也延长到了50分钟，各位老师十分耐心且专业的对所有观众提出的问题进行了解答，直播现场氛围十分热烈。交流研讨环节结束之后，四川省医院协会白秘书长发表了最后总结，至此，《公立医院十四五发展战略规划及案例解析》直播活动取得了圆满成功。
